The General Assembly elects a Council to serve for a term of three years. The Council convenes annually for two regular meetings, in spring and in autumn. The spring meeting takes place in May and the autumn meeting in November.

Two members from each kennel district and one member from each breed association is elected to the Council. In addition, the General Assembly elects 12 members to serve on the Council.

Council members and their alternate members must be members of the Finnish Kennel Club.
